Accounting Manager

Summary:

PHE is an innovative environmental and planning consulting firm tackling some of today’s most complex environmental, climate resiliency, energy, and national security challenges. We are seeking a growth-oriented Accounting Manager to lead our accounting operations, provide strategic financial insights, and support the firm’s programs and projects.

This role offers the opportunity to manage the accounting function and team, oversee our financial systems and processes, and ensure compliance with federal contracting standards. The Accounting Manager will collaborate closely with leadership and project teams across the firm, providing actionable financial guidance that helps drive business decisions. This is a critical, high-visibility role within the firm with a strong opportunity to grow into future leadership and Principal-level ownership.

This position is full-time based in Rockville, Maryland. This position may be either 100% in office or a hybrid position, requiring at least 3 days in the office. Applicants must reside within commuting distance of Rockville, MD.

Responsibilities include, but are not limited to:

Accounting Operations & Reporting

  • Maintain GL, reconciliations, journal entries, monthly financial statements, and job/project reporting

  • Reconcile A/P, A/R, bank accounts; review/approve expenses and ensure accurate processing and reporting

Systems & Revenue Management

  • Own Unanet system integrity (COA, cost centers, indirect pools, billing/time/expense controls) and approve structural changes

  • Oversee invoicing, revenue recognition, collections, subconsultant payments, and cash flow management

Project Accounting & Compliance

  • Manage contract setup, billing, closeout, and project cost tracking in Unanet

  • Ensure compliance with FAR, CAS, DCAA, and contract requirements

  • Prepare accounting work papers for the ESOP

  • Support external audits (annual review, taxes, workers' compensation, GSA, etc.)

Leadership & Advisory

  • Supervise and develop accounting staff

  • Provide financial insights and risk visibility to President and Principals

  • Support strategic decision-making through financial analysis

Minimum Requirements:

  • Education:  Bachelor’s degree in Accounting, Finance, or related field.

  • Relevant Experience: 

    • 10 -15 years progressive accounting experience, including experience in a government contracting environment

    • Experience managing full-cycle accounting (GL, A/P, A/R, payroll, financial reporting)

    • Experience with indirect rates, incurred cost submissions, and job costing

    • Experience with Unanet, Deltek, or similar GovCon systems

Required Knowledge, Skills, and Abilities:

  • Strong knowledge of FAR, CAS, DCAA compliance and audit processes

  • Strong Excel and financial analysis skills

  • Ability to manage multiple priorities in a deadline-driven environment

  • Strong communication skills, including the ability to present financial information to both technical and non-technical audiences

  • Demonstrated leadership and team management experience

  • Ability to identify opportunities to automate tasks and improve processes using AI tools (e.g., Microsoft Copilot, Excel automation) (preferred)

The salary range is $90,000 - $115,000 annually, commensurate with experience. Additionally, this role is eligible for an annual bonus.
