Team Members and Capabilities:
Potomac-Hudson Engineering, Inc. (PHE), is the sole team member for this contract. PHE is a mature, full-service environmental and information technology (IT) consulting firm with a national reputation as a top provider of environmental engineering, compliance, pollution prevention, site investigation/remediation, environmental planning, and IT development and implementation services. Service Experience

  1. Engineering, System Engineering, and Process Engineering Support.
    Over the past three years, PHE has provided environmental engineering, planning, compliance, and pollution prevention (P2) support to the Navy, Marine Corps, Army, Defense Energy Support Center, Department of Energy, and Department of Veterans Affairs.   3. Software Engineering, Development, Programming, and Network Support.
    Through support to Headquarters Marine Corps (HQMC), Marine Corps installations, CNO, and other DoD clients, PHE has developed proven capabilities to design, develop, field, support, and maintain software applications in support of client data collection, management, and reporting requirements.
  4. Information System Development, Information Assurance, and Information Technology Support.
    PHE supports HQMC’s environmental data storage, management, and reporting needs through development and maintenance of the Headquarters Environmental Application Portal (HEAP). HEAP enables secure, Web-based access by HQMC and installation personnel worldwide to Marine Corps environmental applications.
  5. Training Support.
    For the past 12 years, PHE has supported Navy and Marine Corps efforts to ensure that Marines, sailors, and civilians working on installations have sufficient job-specific technical knowledge to perform their duties in compliance with applicable Federal, state, and local environmental regulations; Executive Orders; and Navy and Marine Corps policy.
  6. Public Affairs and Multimedia Support.
    PHE has supported HQMC in communicating Marine Corps environmental program goals, initiatives, and successes to DoD, industry, and public audiences for the past 12 years. Our support has included development and presentation of outreach and awareness materials, and direct interface through public meeting support on behalf of the Marine Corps.

PHE’s Quality Assurance Program:
PHE uses an established Corporate Quality Control Program (based on ISO principles) on all contracts and projects. The basic concepts include designation of an experienced PHE Senior Manager or Principal as the QA/QC Manager for the contract. The QA/QC Manager reports directly to PHE’s Principal-in-Charge, and so has the appropriate level of authority to ensure that contract deliverables are subject to a rigorous three-tiered QA/QC process. PHE’s Corporate QA/QC procedures can be provided upon request.
