Fred Carey, President
Mr. Carey is PHE’s first employee and has served as president since 2006. Mr. Carey has 27 years of experience providing environmental and engineering consulting services to Federal and private sector clients in the areas of environmental compliance and impact analysis. His experience includes supporting the study and analysis of critical environmental and human health issues related to various types of energy actions, including projects involving: advanced battery manufacturing; clean coal power generation; carbon capture and storage; combined heat and power systems, renewable energy technologies; high voltage transmission lines; and power plant siting. He has also provided extensive engineering and analysis expertise in support of institutional and defense infrastructure and facilities management. Mr. Carey earned a B.S. in Civil Engineering from University of Maryland, an M.S. in Environmental Engineering from Johns Hopkins University, and completed executive education training at Harvard Business School.
John Ribar, Vice President
Mr. Ribar joined PHE in 1996 and is responsible for establishing PHE’s San Diego office. He has 28 years of experience in environmental engineering and consulting, including project management; compliance assessment and auditing; storm water pollution prevention and design; emergency response plan development; NEPA documentation; remedial investigation and design; pollution prevention program development; and environmental training. Mr. Ribar has extensive experience in performing environmental compliance audits and site assessments for government clients. He has conducted environmental compliance surveys at U.S. Marine Corps (USMC) installations and aboard U.S. Navy (USN) vessels. Mr. Ribar earned a B.S. in Mechanical Engineering from Virginia Tech, and an M.S. in Civil and Environmental Engineering from George Washington University.
